Special Issue Hunting Licenses

Special Issue Licences Started in 1920 and continued until 1937.  When a county ran out of its allotment of licenses with its number on it, the Game Commission issued these Extra Licenses.  From a hunting standpoint, they held the same privledges as a regular resident hunting licenses.  Collectors seem to gravitate to them because they say SPECIAL on them.  In the case of special issues, older is not always rarer.  The 1928 is considered to be the toughest to acquire, while the 1927 is one of the easiest.  I am looking for a 1928 to complete this collection.
